A sovereign country could never allows its sworn enemy to violate its air space. And if the air space was knowingly violated, it would take immediate action to deal with the violation. The reason China is basically untouchable is that seeing as how America buys basically everything from china, sanctioning them would hurt us worse than it would hurt them
