The question should be "Who is the LORD Jesus in Romans 10:9". That is a critical difference, and too many Christians fail to see why the Holy Spirit has called Jesus "LORD" several times in the 10th chapter of Romans. It is definitely not by accident.

So here are the reasons:
1. Until the resurrection, Christ was "Jesus of Nazareth, the King of the Jews".

2. When God raised Him from the dead (and in fact the triune Godhead was involved) Christ was given ALL power and authority in Heaven and on earth (Mt 28:18)

3. That automatically declared Him (and made Him) to be both "LORD and Christ" (Acts 2:36)

4. To be truly saved we too must believe that He is both LORD and Christ. Therefore Romans 10:9 calls Him "the LORD Jesus".

5. So when a sinner receives Christ as Savior, he or she must also receive Him as LORD and Master of their lives. This is personal. You are not making Him LORD (which God has already done). You are making Him LORD of your life.

6. There is great resistance to this idea among believers because the Gospel has not been preached as it should, and as Peter preached it on the day of Pentecost. And the "flesh" also resists this idea. People want salvation to be free, but do not want to be under the authority of Christ. Hence so much talk about sin among Christians.

7. So what we find in Romans 9 is this:
That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.
For whosoever shall call upon the name of the Lord shall be saved.


8. Then we have these:
And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house. And they spake unto him the word of the Lord, and to all that were in his house. Acts 16:31,32)
Unto the church of God which is at Corinth, to them that are sanctified in Christ Jesus, called to be saints, with all that in every place call upon the name of Jesus Christ our Lord, both theirs and ours: Grace be unto you, and peace, from God our Father, and from the Lord Jesus Christ. (1 Cor 1:2,3)
Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but [except] by the Holy Ghost. (1 Cor 12:3)

Strange question

Re. the verse from Joel... 32And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.

However, regarding the question: Jesus the Christ is. was and always will be God. God the Son. 2nd Person of the Holy Trinity. Even when on earth in the form of man, Jesus was FULLY God.

10:5-11 The self-condemned sinner need not perplex himself how this righteousness may be found. When we speak of looking upon Christ, and receiving, and feeding upon him, it is not Christ in heaven, nor Christ in the deep, that we mean; but Christ in the promise, Christ offered in the word. Justification by faith in Christ is a plain doctrine. It is brought before the mind and heart of every one, thus leaving him without excuse for unbelief. If a man confessed faith in Jesus, as the Lord and Saviour of lost sinners, and really believed in his heart that God had raised him from the dead, thus showing that he had accepted the atonement, he should be saved by the righteousness of Christ, imputed to him through faith. But no faith is justifying which is not powerful in sanctifying the heart, and regulating all its affections by the love of Christ. We must devote and give up to God our souls and our bodies: our souls in believing with the heart, and our bodies in confessing with the mouth. The believer shall never have cause to repent his confident trust in the Lord Jesus. Of such faith no sinner shall be ashamed before God; and he ought to glory in it before men.

There are but these two things, which the gospel principally requires in order to our salvation: the one is, the confession of Christ with our mouths, and that in spite of all persecution and danger, to own him for our Lord, and for our Jesus; and to declare, that we are and will be ruled and saved by him, and by him only. The other is, to believe in our hearts,

that God hath raised him from the dead. This article of the resurrection of Christ presupposeth all the rest, and fasteneth together, as by a link, all the antecedents and consequents of it; his ascension, session at the right hand of God, and intercession, which followed after. This article therefore, by a figure, is put for all the rest; and this is mentioned, because the death and passion of Christ had availed us nothing, unless he had risen again; for thereby he obtained a perfect victory over sin, death, and damnation, for all the elect. This is the principal ground of our justification, as hath been said, Romans 4:25.

That is, if a man shall make a good, sincere, and hearty confession to God, before the church and people of God, and before the world, that Christ is his Lord and Saviour, whom he desires to serve, and to be saved by; and this as arising from a comfortable experience of the grace of God in his soul, and from a true faith in Christ in his heart, wherefore it follows,
and shall believe in thine heart, that God hath raised him from the dead, thou shalt be saved; for this article of Christ's resurrection includes the several other articles of faith: it supposes his death, and that supposes his life, and the obedience of it; and his life implies his being here on earth, and that his coming down from heaven to do the will of his Father; and this is the rather mentioned, which is here ascribed to God the Father, though not to the exclusion of the Son and Spirit, because that Christ is risen again for our justification, with which true faith is principally concerned; for such a faith is intended, not which lies in a mere assent to the truth of this, or any other article of the Christian religion; but which is concerned with Christ for righteousness, life, and glory; and with such a faith salvation is certainly and inseparably connected.

It is referring to his testimony, how he died on the cross for our sins, was buried, and rose again the third day. When you confess one another, you confess what that person has done for you.

It is not confessing that Jesus is Lord as the new versions have corrupted this verse. Only a believer can confess Jesus as Lord, Lord of their life. One must confess the testimony of the Lord Jesus. There is a big difference.

What Jesus said in Matthew relates to Romans 10:9's confessing and believing in Jesus in that confession and belief will manifest itself in doing the will of the Father. It's just not mere mental assent.

Another riddle me this post.

Salvation is not denominational.

Ultimately it doesn't really matter what people are saying. Saying is not necessarily confessing. Confessing is not just saying, but acknowledging - normally publicly and it trends into professing allegiance; it means to concede that something is true; it means to be of a common mind about a matter; it can trend into committing oneself to something. This is a much stronger word than just saying something.

Believing in one's heart that God raised Jesus who is LORD from the dead is a necessity which Paul well covers in 1 Corinthians 15. If Jesus is not resurrected, then He is not LORD, He is not the Christ, and our faith is worthless. So, LORD Jesus was resurrected and this is one of the proofs of who He is. It's the sign Jesus gave in John 2:19 "Destroy this temple and in three days I will raise it up".

Romans 10:9-10 is chiastic - it's parallelism formatted to elaborate itself (the A points are parallel; the B points are parallel; the C point is the central point:

A if you confess with your mouth the Lord Jesus
B and believe in your heart that God has raised Him from the dead,​
C you will be saved.​
B' For with the heart one believes unto righteousness,​
A' and with the mouth confession is made unto salvation.

LORD Jesus the Christ is who our Bible says He is. His name and titles require belief, confession, submission of all men.

NKJ Matthew 28:18 And Jesus came and spoke to them, saying, "All authority has been given to Me in heaven and on earth.​
NKJ Philippians 2:5-11 ....Christ Jesus, 6 who, being in the form of God, did not consider it robbery to be equal with God, 7 but made Himself of no reputation, taking the form of a bondservant, and coming in the likeness of men. 8 And being found in appearance as a man, He humbled Himself and became obedient to the point of death, even the death of the cross. 9 Therefore God also has highly exalted Him and given Him the name which is above every name, 10 that at the name of Jesus every knee should bow, of those in heaven, and of those on earth, and of those under the earth, 11 and that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.​

Some wrestle with the Romans verse because it doesn't fit the theory of Biblical Faith they believe is true. But, if we really study Biblical Faith, it is far from simplistic. And "confession" is not something that can be falsified. Maybe to men false confession can seem true, but not to God who has intense thinking on the matter:

Titus 1:15-16 To the pure all things are pure, but to those who are defiled and unbelieving nothing is pure; but even their mind and conscience are defiled. 16 They profess (same word as confess just translated differently) to know God, but in works they deny Him, being abominable, disobedient, and disqualified for every good work.​

These defiled people who confess to know God but deny God in works, are disobedient (no submission), disqualified (can't do good works which Christians were created in Christ Jesus to do Ephesians 2:10), and they are abominable (which also means detestable, disgusting).​
If we want to see what Jesus had to say about [publicly] confessing Him, John 12:25-43 and on is a good place to do some reading. It's a parallel to some of what Paul is dealing with in Romans 10.​
