First: Welcome

Regarding your comment; Yes and No

Receiving the Truth comes when one repents and is born anew after baptized in the blood of Jesus. The "new heart" one receives is then aware of the Truth. Yes, it needs to continue to be refined, grow in knowledge of the Truth of the Gospel of Jesus through study of the written Word and the revelation received from the indwelling presence of the Holy Spirit.

The "chat" happens in back-and-forth written messages on this site. There used to be a live voice chat component (a sister site, if you will); I have not used it for several years and I don't know if it is still functioning. Other members may be able to add further insight on that.

To the opening comment, humans are all sinful, and that sin utterly outweighs any goodness in us until we repent and trust in Jesus Christ. Prior to that, we can know and believe things that are true, but I would not agree that "the truth is in your heart" if you aren't a Christian. :)

“The heart is deceitful above all things,
And desperately wicked;
Who can know it?”

This is why a new heart, in Christ, is required.

“I will give you a new heart and put a new spirit within you; I will take the heart of stone out of your flesh and give you a heart of flesh. I will put My Spirit within you and cause you to walk in My statutes, and you will keep My judgments and do them.”

“And he said unto them, Go ye into all the world, and preach the gospel to every creature. He that believeth and is baptized shall be saved;

but he that believeth not shall be damned.”
‭‭Mark‬ ‭16:15-16‬ ‭KJV‬‬

Amen the problem

“For from within, out of the heart of men, proceed evil thoughts, adulteries, fornications, murders, Thefts, covetousness, wickedness, deceit, lasciviousness, an evil eye, blasphemy, pride, foolishness: All these evil things come from within, and defile the man.”
mark7:21-23

solution

“It is the spirit that quickeneth; the flesh profiteth nothing: the words that I speak unto you, they are spirit, and they are life.” John 6:63

“For the word of God is quick, and powerful, and sharper than any twoedged sword, piercing even to the dividing asunder of soul and spirit, and of the joints and marrow, and is a discerner of the thoughts and intents of the heart.”
Hebrews 4:12

our hearts are changed by hearing and believing the gospel but if we reject it God can’t work in our hearts and minds

yes it is, so ask as you said to God for the new heart, believe God, receive from God and see from God to love all as God does love all as in 1 Cor 13:4-7 tells us all about this good news, in grace to us for that to be sufficient and not take for granted

Ezekiel 36:24-30

King James Version

24 For I will take you from among the heathen, and gather you out of all countries, and will bring you into your own land.
25 Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you.
26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.
28 And ye shall dwell in the land that I gave to your fathers; and ye shall be my people, and I will be your God.
29 I will also save you from all your uncleannesses: and I will call for the corn, and will increase it, and lay no famine upon you.
30 And I will multiply the fruit of the tree, and the increase of the field, that ye shall receive no more reproach of famine among the heathen.

All that is completed, in the risen Son, that said it is finished in John 19:30 for to be risen afterwards and is risen forever for us to stand in belief and thankfulness and see what is said is truth to us the people that believe God in this prediction to us the people.

Colossians 1:1-23

King James Version

1 Paul, an apostle of Jesus Christ by the will of God, and Timotheus our brother,
2 To the saints and faithful brethren in Christ which are at Colosse: Grace be unto you, and peace, from God our Father and the Lord Jesus Christ.
3 We give thanks to God and the Father of our Lord Jesus Christ, praying always for you,
4 Since we heard of your faith in Christ Jesus, and of the love which ye have to all the saints,
5 For the hope which is laid up for you in heaven, whereof ye heard before in the word of the truth of the gospel;
6 Which is come unto you, as it is in all the world; and bringeth forth fruit, as it doth also in you, since the day ye heard of it, and knew the grace of God in truth:
7 As ye also learned of Epaphras our dear fellowservant, who is for you a faithful minister of Christ;
8 Who also declared unto us your love in the Spirit.
9 For this cause we also, since the day we heard it, do not cease to pray for you, and to desire that ye might be filled with the knowledge of his will in all wisdom and spiritual understanding;
10 That ye might walk worthy of the Lord unto all pleasing, being fruitful in every good work, and increasing in the knowledge of God;
11 Strengthened with all might, according to his glorious power, unto all patience and longsuffering with joyfulness;

12 Giving thanks unto the Father, which hath made us meet to be partakers of the inheritance of the saints in light:
13 Who hath delivered us from the power of darkness, and hath translated us into the kingdom of his dear Son:
14 In whom we have redemption through his blood, even the forgiveness of sins:
15 Who is the image of the invisible God, the firstborn of every creature:

16 For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him:
17 And he is before all things, and by him all things consist.
18 And he is the head of the body, the church: who is the beginning, the firstborn from the dead; that in all things he might have the preeminence.
19 For it pleased the Father that in him should all fulness dwell;
20 And, having made peace through the blood of his cross, by him to reconcile all things unto himself; by him, I say, whether they be things in earth, or things in heaven.
21 And you, that were sometime alienated and enemies in your mind by wicked works, yet now hath he reconciled
22 In the body of his flesh through death, to present you holy and unblameable and unreproveable in his sight:
23 If ye continue in the faith grounded and settled, and be not moved away from the hope of the gospel, which ye have heard, and which was preached to every creature which is under heaven; whereof I Paul am made a minister;

It is done by Son in unison with Father for us the people

John 19:30

King James Version

30 When Jesus therefore had received the vinegar, he said, It is finished: and he bowed his head, and gave up the ghost.

Hebrews 9:14-17

King James Version

14 How much more shall the blood of Christ, who through the eternal Spirit offered himself without spot to God, purge your conscience from dead works to serve the living God?
15 And for this cause he is the mediator of the new testament, that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance.
16 For where a testament is, there must also of necessity be the death of the testator.
17 For a testament is of force after men are dead: otherwise it is of no strength at all while the testator liveth.
